Bay. The cost of this breakwater is, however, estimated

at $1,943,000 and it is not improbable that the use of

the shelter would involve questions of interference with

the Marine frontage of property owners in the locality.

Objections have been raised to it by the Military Authori-

-ties owing to interference with their search-lights on

the Praya Wall.

This scheme, therefore, did not

find favour with the Public Works Committee to whom it was

referred. It is not recommended by the Director of Public

Works nor do I approve it. It is also to be noted that

Captain Basil Taylor's predecessor was in favour of the

shelter at Mongkoktsui.

I can,

therefore, with confidence

recommend the adoption of the latter scheme which in my

opinion affords the best Harbour of Refuge that can be

devised.

The Public Works Committee have at

the same time recommended that the accommodation in the

Causeway Bay Shelter should be increased pending the

construction of the new Refuge by deepening the inshore

area of it which dries at low water. This work which is

estimated to cost $70,000 will when completed obviate the

delay
